George John Spencer, 2nd Earl Spencer KG PC FRS FSA, styled Viscount Althorp from 1765 to 1783, was a British Whig politician. He notably served as Home Secretary from 1806 to 1807 in the Ministry of All the Talents. He ordered Nelson to the Mediterranean.

Over a thirty-five year period from 1788 he, created one of the greatest private libraries in the world. He was one of a small group of aristocratic book collectors - bibliomaniacs they called themselves - who spent vast sums competing to acquire early and rare printed books.
