8 x 10 inches holograph letter on Blind embossed letterhead "Office of the High Commissioner for Canada" 9, Victoria Chambers, London. S.W. dated 22nd April 1890. Letter to Routledge NY publisher's provinding them with a sketch of Sir Charles Tuppers' Life (not included here) and a previous reference of a printed paper, both of which they could make use of should they think it proper in the upcoming book "Men of our time". Signed J.G Colmer.

Center fold tear and folded bottom right corner with short tear, otherwise good condition.

Joseph Grose Colmer was a career civil servant and served as the Secretary to the Canadian High Commissioner (Charles Tupper) in London, England in 1884. He joined the Canadian Civil Service and in 1884, he served as the Private secretary to the first High Commissioner for Canada Sir Alexander Galt and his successors Charles Tupper and Lord Strathcona in London, England. In 1893, he left government service. In 1897 he was appointed Commissioner for Oaths in Yukon Territory.
