Captain Alfred Hamlyn Todd was born in Toronto in 1851. In 1869 he entered the service of the Library of Parliament as assistant to his father, Dr. Alpheus Todd, the Government in England Parliamentary Government in England Librarian. After long service in the militia, Todd commanded both the Governor General's Foot Guards from 1890 to 1892, and a company of sharpshooters in the Northwest Rebellion of 1885. He edited and published new editions of his father's works, Parliamentary Government in England (London: 1887), and Parliamentary Government in the British Colonies (London: 1894).
