First Welland Regiment Military Commission bestowed upon Thomas C. Street by the Governor General of British North America, Nova Scotia, PEI, etc. - James Bruce, Earl of Elgin and Kincardine & signed by him. - Thomas Clark Street, son of Samuel like his father was a ruthless land and mortgage accumulator and businessman with interests in grist, textile and sawmills. While independently minded he is generally considered a solid Family Compact Tory. He rose to Lieutenant-Colonel of the Welland Militia, was a trustee of Trinity College, President of the Niagara Falls Suspension Company, etc. When he died in 1872 he left an estate of between 3 to 4 million, regarded as the largest of his time in Ontario. In 1846, Lincoln County was divided and Welland County was formed with three battalions of militia. The militia "regiments" were renamed "battalions".

James Bruce 8th Earl of Elgin and 12th Earl of Kincardine implemented responsible government in the Province of Canada, transferring executive and legislative powers to Canada during his pivotal years as Governor-in-Chief from 1847 to 1854. He also refined the role of Governor General of British North America by promoting intercolonial co-operation and negotiating the Reciprocity Treaty of 1854 on behalf of all the colonies.
